Does California have it’s own separate internet?

I'll find out soon enough. I make sure my VPN runs through a neighboring state, either Oregon or Nevada. Tried running through an offshore server, but the delay was noticeable.

I’m not convinced this a bad thing. I recently got an email from my ISP advising me the rules of use changed. It reads like don’t even need a good reason to drop me and with limited ISP’s in my area; this is not a good thing.

I think there’s a lot more I don’t understand about this net neutrality than I do understand.
