Simple solution, sit him down and ask what is his home country. Tell him he must tell them or they will pick one for him based on his past statements. Then send him out of the country and into the hands of police in whatever country he has chosen or they have chosen for him.
“...cannot be deported because authorities don’t know where he came from.”
Then he can be “disappeared,” right back into the limbo from whence he came.

Germany has a large coastline. Give him charts, some food and water and shove him off.
Drop him in the middle of the Atlantic Ocean and let him swim home.
Two world wars and a cold war put a zap on Germany.
He has no country, then dump him where there is no country.

Tell him hes either from Somalia or Yemen. Hell tell you real quick where hes really from.
What if he considers a European prison to be more comfortable than going back to some African slum? Eventually, they will run out of prison space.
It might be that the only workable solution is to give a simple choice of get out or die.
That might work. Tell some Somali warlord we will give him $1000 to accept each refugee. What happens afterwards is up to him.
