Cutting regulations and saving money? what regulations are being cut? The story implies that the regulations are saving the federal government money. So are their people being let go, or at least not replaced? That would be huge if the federal government was getting smaller somehow.

The Federal Register has tens of thousands of pages of regulations, most of which add friction and resistance to the free flow of commerce. That means they cost the economy money. Even without cutting employees, cancelling regulations means the economy works more efficiently which is good for the country.
