Danielle Outlaw, a 19-year veteran of the Oakland Police Department who started as a police explorer when she was in high school, will serve as Portland's next chief, only the third outsider named to lead the Police Bureau.
Her appointment Monday by Mayor Ted Wheeler comes at a critical time when community and police relations are strained and the force faces a daunting list of federally mandated reforms.
The mayor said Outlaw shares his goals of improving bureau relationships with Portland's communities of color, increasing diversity on the 950-member force and embracing equity.
Outlaw, 41, who has served as a deputy chief since 2013, rose to the top of a pool of 33 candidates who applied for the job. She becomes the first African American woman to head the bureau.

There are several hundred blacks in Portland.
As a close friend, who is a Black pastor, would say, she is a woman of color, not African American. Of course many of us could be described a man or a woman of color, depending upon our ancestry.
No one born in the USA deserves any kind of hyphenated description. They are US citizen or “Americans”.
If truth be told there are many of us who have a caucasian complexion, that could carry the title of African American, Portuguese American, Native American, British American, Scottish American, Irish American. All these could be used to describe one person. I guess that makes me deplorable.

Hopefully she didn't lose her backbone during her promotions in the department. She wore the uniform, and knows what officers have to deal with, but politics and bureaucracy has a way of destroying the fight in good people because they roll over for the system...go along to get along. And the higher you go in most government positions, you serve at the "pleasure of", and in order to keep that job, you have to dance to the man's tune. You have to become a government whore. The officer's won't respect her if she's a puppet.
I know...I’ve walked down Portland’s MLK Blvd at night....not pleasant. Virtue signaling before competence....way to go Portland.

They're telling us this so we can now her skin color...So if that's important, why not just say black American then???
What that all means is that blacks who commit crimes will be let off lightly, and that white cops will be harassed to hell, and that crime will rise but no one will remember what I just wrote.
Portlands first black chief of police didnt work out so well. He was at the center of the Kendra James murder by one of Portlands finest;and was screwing one of his subordinates. At least his subordinate was a female, but no one would have been surprised if it had been a guy.
