Yep, if Congress doesn’t appropriate at least $5 billion for the wall, shut it down and make it a top campaign issue.
Force Congress to vote; force them to try to override his veto.
We’ll see who funds the wall.
Most importantly win decisively the 2018 election and then do whatever is necessary on behalf of the American people.

As a side note to this thread, please consider the following about the feds constitutionally limited powers.
