I think what is most likely going on with Atty Gen Sessions is that he is simply “in over his head” in terms of his prior understanding of/current willingness to take on the “Deep State”, DOJ Chapter.
He was not the best choice for the position, to say the least, but he was the first Senator to endorse POTUS, and thus received the plum position as a reward.
Everything since has been a disappointment.
