A law that would make it a criminal offense in the U.K. to take "upskirting" photos was blocked Friday in Parliament despite receiving backing from the British government.
The initiative was stopped by a single Conservative Party legislator who objected when the bill was put forward in the House of Commons.
Some lawmakers who supported the measure shouted "shame" after Christopher Chope singlehandedly thwarted the proposal simply by shouting "Object!"
Parliamentary rules make it hard for bills introduced by backbench lawmakers, rather than the government, to make progress. They can be halted by an objection from one lawmaker.
Upskirting involves taking a photo or video under someone's clothing without their consent. It has become more common in recent years with the adoption of smartphones.
The government had endorsed the legislation earlier Friday.
British Justice Minister Lucy Frazer called the practice "a hideous invasion of privacy which leaves victims feeling degraded and distressed." She said making upskirting a specific offense would send a clear message that perpetrators will be punished.
The law would allow for prison sentences of up to two years in the most egregious cases. It is expected to be resubmitted in July.

I think I may have guessed his hobby.
Might as well throw your smart phone away and get a leaf blower.
Most English girls should be flattered that anyone wants a shot of their flabby thighs as they frantically suck on their cigarettes.
“Object!”
What a great little word.
The only offenses that government pays attention to these days are rude schoolyard behaviors that specfically annoy girls.
Explain why women expect any right to privacy in public, wearing no underwear under extremely short skirts that show everything they have when they sit down, get up, or bend over. Or when a wind blows everyone gets a full view.
I mean even Kate doesnt know how to dress properly. How many wardrobe malfunctions has she gad because she, an adult woman who is not mentally handicapped by current medical standards, will not be an adult and wear the thinnest and lightest modicum of underwear?
Flabby? We were in England in May. Didn’t see any fat females or males. Ppl were walking and riding bikes everywhere. Ppl there are MUCH thinner than in USA!
I’ve been to the U.K.....nothing to see.
your colors shine thru....
Raped and beat up is not what this is about. Ogled and photoed is what this is about. and, yes, women who go out in public dressed to invite such attention should not complain.
Who is Kate? Do you have any photographic proof of your allegations?
I imagine he is referring to the recent Kate Upton photoshoot. If not, he should be.

What would UK newspapers do without pictures of celebrities in short skirts getting out of cars?
But let me guess, if you REPORT or publish the fact that pervs are upskirting, they’ll arrest you for thought crime/hate speech.
Last time I was in the UK, the official uniform for young women were blue jean shorts worn over black tights.
Every girl was wearing them. Well, every girl not wearing an abaya.
Those people are called "French tourists."
Marilyn Monroe’s `underwear’ looks more like tennis shorts.
Well....that was 1959 and such was deemed necessary.
Upskirting is ok, just dont publically express an opinion not approved by the government. Serious jail time for that.
