Most will vote for the Goodlatte bill, but enough may vote for the other one along with the Dems for it to pass. I doubt it would get to a vote in the Senate, and certainly would be vetoed.

This leaves open the question of whether there are enough open border Republicans around to combine their votes with Democrats to override a veto. Most likely there are, but at the same time many of these pro-amnesty types want to be seen as team players once they’re up for re-election, when openly taking the side of Chuck Schumer and Nancy Pelosi against Trump won’t help them.
