I think this pertains to union stewards, they spend a lot of time addressing grievances such as "my manger is mean and said I have to be to work on time". Yes, I was once in the UAW.

I think they're talking about union "officials", shop stewards, etc. Currently, even though they were hired to work in the civil service, most of the union "officials" spend most of their time doing union "work" ...

Union work. We used to have a guy that worked at a community college we represented and he even had an office in our building, 100% of his time doing union work.

But seriously, when I go to work at the military base I work at, it's never with the intention of doing government work 75% of the time! I go to work to work, PERIOD!

It sounds like up to 25% of the time can be used for union duties, but now the union will have to pay rent (out of union dues?) and also travel expenses will not be reimbursed (again out of union dues?)

If so, they won’t have much left over to donate to political campaigns.

I worked for the Federal Government for 30 years and observed that a minimum of 40 percent of the employees could have been terminated without any loss of effective operations for the simple reason that the 40 percent referred to did virtually nothing but warm their chairs and collect their paychecks.
