Going along with the figure for the sake of argument, how is it that 4.5% of population virtually dictates to the rest of the population as to laws and morals? And is represented in almost every TV show, play, and movie.

Women continue to be more likely to identify as LGBT For whatever reason, there are a lot of women who are bisexual, or who have at least tried it. I've known several girls who, while primarily in heterosexual relationships or married, have occasionally had sex with other women.
It's likely that the survey will count anyone who has ever done same-sex as at least "bi".

LGBTQ are now considered "protected class" in some circumstances and confirmation is not easily achievable.
The numbers are most likely inflated by individuals looking for protected class benefits.

I'd bet that a great number of those surveyed responded in a politically correct manner, especially liberals who wanted to help out their "biggest" constituency".
I'd also bet that if a similar question was posed on whether one identifies as black or Hispanic, that we'd get a number higher than what statistics say now.
