Hmmm, get the state to buy ARs for $1,600. I can then build an AR for about $600. Yes it would be a crap gun but hey, I’m just building it to sell it to the “program”. I make a grand a gun.

On one gun buyback, a guy did just that. He got himself some pvc pipe and added a trigger and made $300/gun for the 4 guns he made.
‘Rural King’ sells AR type rifles for about $450 bucks every day.
I doubt they will be buying them back for anything close to $1600.
ARs are not “assault weapons” any more than a typical Browning, Remington, or Winchester semi-automatic rifle. Only the military has assault weapons.
You're way too extravagant. Legally, the AR-15 is just an 80% lower receiver that's been completed, not the rest of the parts. I'm going into business completing 80% lowers at two per hour. With $60 in parts and a half hour of labor to earn $1600, I'll make a killing. Oops, does that phrase trigger the gun grabbers. Oops, are we even allowed to say "trigger" without giving those sissies the vapors?
