“Normal” Diplomacy is not engaged in solving international problems. Normal diplomacy is engaged in providing livelihoods and status to Diplomats. The longer the “negotiations” are inconclusive the longer the gravy train.
But remember, he was dancing with Madeline at the same time he was ramping up his nuke program.

Just call me Mulder, I want to believe.
One of the conditions that let this happen at this time in history is that the Chinese have become rich because of us, and Trump is able to leverage their economy to get their help to fix a problem of ours. Plus, a war in the far east would not be good for their business interests. They only want NK to keep going as they are as a way to distract us and force us to waste resources. But if it is going to blow back on them, then they will go along with bringing NK to heel. And that’s what Trump knew, and that’s how he succeeded.
In the 90s, it might not have been possible to end the war, but it would have been possible to deny NK nukes. Now, we can do both, and I am guessing that NK is going along because they will be promised that they can develop as China has, with help from the south. They will be cheap labor for SK’s industries and soon be rich beyond what those peasants can imagine.
