Thank you for moderating your tone in the interest of having a constructive dialogue. That’s an uncommon level of maturity that is rare these days.

I probably should not have used such a broad term as healthcare. I am so worked up over this insane ballooning debt that I can’t think straight sometimes. ;)

And you are absolutely right that healthcare is not mandated in the Constitution. Recognizing that, my view is that some forms of government sponsored health assistance are essential in a civilized society. I detest Obamacare but I do support having the government subsidize some medical services to assist those amonst us who are unable to care for themselves for a variety of reasons.

For example, our veterans have made sacrifices for the country and should never be neglected. A grateful nation needs to care for those it depends on for defense. (I’m biased here as I am a veteran from a family with a long line of veterans. However, I have never relied on the VA for anything other than the G.I. Bill.)

Another example, and there are plenty of things wrong with it, is Medicaid. Due mainly to old age or poverty some people have no ability to pay for hospitalization. About 70 million people are enrolled in Medicaid. The program is raft with corruption, but having millions of indigent people suffering is unacceptible in civilized society.

Government sponsored research to arrest the spread, prevention and cure of diseases is also essential. The funds required for such studies are enormous. Likewise, the Ceneter for Disease Control is necessary to protect Americans against the outbreak of potentially deadly diseases.

Unfortunately, the government funds many things that were never cited in the Constitution. Due to political pressures rolling back expansive government involvement is extremely difficult. But we need to keep trying to reduce it.

I do agree that government involvement in healthcare needs to be minimized but it cannot be completely eliminated.

An omnibus bill is just a bill that combines several/many different legislative measures into a single package. Its just another form of legislation. There’s also a smaller package referred to as a minibus.

Once passed it becomes law. However, these days HOW and WHEN money is spent seems to be subject to considerable executive latitiude.

Well yes, you have a point there. It wouldn’t be the first time a govenment has printed lots of money to pay for things. ;)

Debt service is already the fourth biggest expenditure. When people demand much higher bond rates to compensate for risk, things will get real.
