2. There is nothing to indicate that this is the culmination of the Special Counsel's work, meaning that it doesn't mean they won't charge Trump or his people later.
3. Having 13 Russians on the hotseat (regardless of the quality of the cases against them) is a good way to have access to 13 people highly motivated to feed you some crap about Trump Russian collusion in exchange for a deal. Mueller and Co. desperately need someone from Russia itself as a witness to Trump collusion. No matter what else they do, without a direct Russia link, they have no case. Bottom line: too early to celebrate, but it does look good for Trump politically at this particular moment in time.
