You're fired: Trump to rid 'worst' federal workers, automatic raises, fat bennies

President Trump plans to take the huge federal Civil Service off cruise control, ending automatic pay increases that go to 99.7 percent of the workforce, trimming fat benefit packages, and for the “worst,” rolling out his trademark phrase from The Apprentice, “You’re fired!”

In his budget, set for release Monday, his administration is planning the biggest reform to the federal workforce in decades, using models from Amazon, Google, and a handful of well-operating agencies.

Officials said the overall goal is to bring the 1950s-styled Civil Service into the digital age, introduce automation, reward “the best” with bonuses, make it easier to hire and fire, and provide “flexibility” by moving employees where they are needed and even rehiring skilled retirees.

Gone would be the automatic reward of pay “step” increases of 3 percent to 5 percent which 99.7 percent of workers get, regardless of their performance. Also targeted, said the officials, are annual reviews that now give “everybody” a grade of four or five on a scale of five. And benefits, now 47 percent higher than in the private workforce, according to a congressional report, will be trimmed.

“This is a subject that essentially people have ignored,” said a top Trump budget official at a background briefing. “The American people elected a president that promised dramatic change.”

During the 2016 presidential campaign, Trump called for a smaller, more efficient federal government and he repeated that in his State of the Union Address. "Tonight, I call on the Congress to empower every cabinet secretary with the authority to reward good workers and to remove federal employees who undermine the public trust or fail the American people," he said.

And that’s the way the GOPe wants it. The Dems implement the corrupt policies they want, and that’s why they have no problem being the minority party, a position that is more lucrative than winning and draining the Swamp.

Years ago my town was asking people to join the Finance Committee. I did, making FINCOM a two-member committee. We discovered that the town was running a nice scam. Every year all department heads got an automatic 7% raise and all members of all town committees got an automatic 3-4% raise. No records, no performance reviews, just automatic raises. We instituted a new system requiring personnel records and annual reviews and no more automatic raises. It was like setting a bomb off at town hall. Suddenly, there were more applicants for town positions than anyone had ever seen before. The next year our new system of pay for performance was abolished and town committees went back to the old automatic raise system.

Bonuses are just not a good idea. Often the first to be abused, used by superiors to curry favor and loyalty rather than proficiency and job skill.

Money has to be allocated for bonuses, makes it a use it or lose it allocation which we know will be vigorously used to exhaustion.

Happens in state govt as well. I recall many who could not make it in the private sector taking the civil service exam and getting make-work jobs. If you stay you get promoted. You end up with idiots in charge of departments. They don’t realize they are idiots and many have a sense of superiority due to their unearned positions.

It depends upon who is doing the evaluating. Nothing stops a person who evaluates from rating one person higher than someone else who is more qualified. It's the way civil service works, and until there is a workable way to challenge slanted evaluations and unfair promotions, there is still going to be a lot of B/S about who is qualified to get a bonus.

During our recent "furlough", social workers and rape counselors were deemed "essential" while those providing remote technical and troubleshooting assistance to flying units in the field were not.

Definition:

I am paid a ridicules amount of The Peoples Tax Dollars. I get massive amounts of Paid Vacation Time and so many stupid “Holidays” (again PAID) that I cannot keep track of it all. Then I get to refuse all the assistance that American Citizens have paid for all the time they worked. I’m not responsible for much and get to Crap all over the Public.

The really fun part is I DON’T CARE !!!

It all sounds great. But I’ll believe it when it all begins happening.
It has in part of the DoD with a program called "Acq Demo".

Rumsfeld also tried it with National Security Personnel System (NSPS).

I am on the inside looking out, but the DoD civil service culture seems very different from the rest of the federal govt.
