Bonuses are just not a good idea. Often the first to be abused, used by superiors to curry favor and loyalty rather than proficiency and job skill.
Money has to be allocated for bonuses, makes it a use it or lose it allocation which we know will be vigorously used to exhaustion.

Agree. I have never understood why a bonus for any govt employee or job could be a part of the federal budget. Either the employee is hired to do their best on a job or a contracted job will be required to deliver their best or other arrangements are made for those who qualify and held accountable for their performances. The private sector generally expects that employees are paid for performance and if they exceed expectations it evens out the time spent on training and overhead for running the company. In govt, there are a number of levels for raising pay grades, based on performance. I believe that JFK brought the unions in with an executive order and that, in my opinion, is when the excess and abuse began in earnest.
