One other angle is that the person initiating the drill (not this person who has resigned, that person’s boss) forgot to delete the phrase “This is not a drill.” from the instructions. So the erroneous tweeter got some bad instructions, too.
prediction: He’ll turn up in some other government job within five years.

So why did it take 45 minutes to send out the all clear? There are so many BS excuses for this inexcusable incident there is certainly a coverup going on.
I’d venture that this was a planned “attack” by Hawaiian politicians in a desperate attempt to have Trump give the go code, at which point the all clear would be given, and impeachment proceedings could begin.
The reality that they could have started a real nuke war by this little stunt should land every one of them in jail for a very long time.
Having figured that out, the steaming BS excuses are oozing out like hot steaming lava.
Suspicion and coincidence? The 38 minutes that the warning was in effect is the same amount of time that was calculated for a NK missile to reach Hawaii. The suspicion has it that the USS McCain, an Aegis Destroyer sitting off the east coast of Japan shot it down with a laser weapon. But somebody has to take the fall in order to avert another war with NK.
How the hell is there no redundancy in that system? Everything I’ve read says that this guy, and this guy alone was able to send this out. You’d think there would be some kind of built in fail safe here, meaning it takes a minimum of two employees to confirm and send out the warning.

But what the hell, the position was created as part of a RAT “jobs program,” so so what if he failed, he got paid for ten years, and that’s what’s really important here.
If this person was so delusional that there has been concern about him/her for years not knowing if an alert was a drill why was he/she not fired let alone kept in this position. Hawians should be incensed by this level of bureaucratic incompetence
