CT GOP strategy :

Don’t contest federal races
Leaves more funds for governor race
federal offices do nothing for CT GOP concerns
Contested races would bring large amounts of national Dem money into state

They got singleness of purpose, Gov race
They want their jobs back

In 2014 the IL GOP pulled a similar thing, purposefully didn’t run anyone for Cook County Board President or other countywide offices in hopes of helping Rauner win by lowering rat turnout.
