Usually an air conditioner and no a fridge.

Maybe a cold storage unit for bodies, like in a morgue.
To keep a dead president (or others) in, to get them home.
Or to hold these bodies and pretend they are alive.
You can see I have watched too much TV, “24”, etc.

From what this says it’s for the HVAC,not food.

I’ve only heard the term “cold chiller unit” in the context of central plants for big buildings. The “chiller” unit cools water in pipes to 51 to 53 degrees. The chilled water is then pumped to various locations to air handlers (big commercial fans), and this is how “air conditioning” is accomplished.
I don’t think the chiller unit mentioned is just an overpriced refrigerator, it probably has to do with upgrading the A/C system for a very large aircraft.
I believe it’s essentially an HVAC unit.
