Senators introduce bill to withhold congressional pay during shutdown

Though federal employees won’t get a paycheck during the governmment shutdown, members of Congress will — unless they specify otherwise.

Ten Democratic senators on Friday introduced a bill that would withhold pay for members of Congress during the government shutdown.

The legislation comes from Sen. Heidi Heitkamp (D-N.D.), along with Senate Homeland Security and Governmental Affairs Committee Ranking Member Claire McCaskill (D-Mo.), Sens. Sherrod Brown (D-Ohio), Bob Casey (D-Pa.), Maggie Hassan (D-N.H.), Joe Manchin (D-W. Va.), Gary Peters (D-Mich.), Tina Smith (D-Minn.), Debbie Stabenow (D-Mich.) and Jon Tester (D-Mont.).

“It’s wrong that members of Congress would still get paid in the event of a shutdown while paychecks for members of our military could be disrupted,” Stabenow said in a statement. “This bill ensures members of Congress will not get paid and another bill I have cosponsored makes sure our troops will. Even if these bills do not pass, I will donate my salary for every single day a shutdown occurs.”

Several members of Congress have also announced individual plans to withhold their pay.

“I have been informed that despite a lapse of appropriations and current government shutdown, under current law, members of Congress would continue to receive their salary,” Rep. Barbara Comstock (R-Va.) wrote Friday in a letter to the House chief administrative officer. “Since I do not agree with that policy, please withhold my pay until an appropriations agreement has taken effect.

Rep. Will Hurd (R-Texas) also said he would withhold his pay, while Rep. John Delaney (D-Md.) said that he would donate his pay to the Mercy Health Clinic in Maryland.

There’s no good reason why Members should receive pay during a #shutdown while fed employees suffer.

The Constitution has been so distorted that anything can happen. LOSE PAY would be up to the people, and will never happen. We have such a communists base in America that we may never recover to that Paper called the Constitution.

Also add on the following; “For each day that a budget has not been submitted to POTUS all Congressional salaries will be permanently reduced by 1%”.

Big deal! Like that is going to hurt them. They are all millionaires anyway.

They all have campaign war chests too. Its their staff gofers that shouldn't get paid if fed funds are used.

The Democrats are doing this because of the negative image of Congress getting paid while the military isn’t. McConnell refusing to allow a vote on this is kind of playing into their hands.

Since Congressional pay is mandatory (Constitutionally required) I see this as a publicity stunt, only. That said, why not freeze the pay of Congressional staffers, instead? That would well be within the limits of the law.

See how rapidly Congress would get it’s act together, then.

27th amendment to the Constitution protects against that. The pay for a congress-critter cannot be changed until after an election. The current House or Senate can vote to change the pay structure for congress AFTER this coming November’s election, not now.

Bingo. This is theater, and the press is too partisan to bother reporting the facts.

The 86% of the gubmint that is not shut down should not include Democrats in Congress -- hence this bill should be amended, and those who voted for shutdown DON'T get paid, and those who voted in favor of the continuing resolution DO get paid.
