It makes no sense whatsoever.

Who would benefit the most from a nuclear armed NK?

The goal is to have the US respond in kind, either as a preemptive measure or in retaliation for a nuclear strike at the US.

What would happen if the US were to launch a nuclear attack on NK?

Large parts of friendly countries like SK and Japan would be destroyed and the US would most likely withdraw from the region.

And THAT is EXACTLY what both Russia and China would like to see happen.

Cui bono?

I agree that that bit about North Korea stretches credibility, but the rest of it makes sense.
