They should open their borders to latin American immigration. At least the cultures are similar and assimilation will be smoother and more complete.
The Italians used to be referred to as WOPS, Without Papers, since most who migrated to the USA in the late 1800s and early 1900s did not have passports (because the USA did not require passports for entry into the USA then,)

There were high levels of Italian immigration into South America, and in some countries Italian is the second language after Spanish. The blend is an easy one.
And a lot of South Americans are looking to emigrate. It only makes sense if you are trying to preserve your way of life, to encourage immigration from people who will assimilate easily.
