Imagine setting up a warning system this important, yet so lax, that it would even be possible for more than one or two people on staff to activate it.

Imagine that it didn’t have a plastic cover over it, that would have to be flipped before activating it, just sitting there where folks could bump it, activating it by accident.

This is evidence of mind-numbing stupidity.

My father was one of the persons who activated the Los Angeles County-wide warning system during part the cold war. It took one person to do it. One Friday per month, the system was tested to make sure it was in working order. We’d hear the sirens clear across Los Angeles County.

For that period, I knew my father was the person who flipped the switch.

This is the kind of emotional event that can lead to cardiac arrhythmia, stress cardiomyopathy, and even myocardial infarction in those susceptible, and potentially cause someones death. This is not just an innocuous mistake, and there have to be consequences. It also needs to be established that this wasn't done intentionally.

At the radio station where I used to work, there was literally one button for the weekly test (merely a buzzing tone) and, as you mention, a procedure with multiple buttons and passwords to be entered to enable a monthly test, which simulates a real alert.
