They dream of going to college..they don't need to compete for seats in public colleges which will give preference to guaranteed tuition paid vs. hard-working families' abilities to scrape and save to get their kids better opportunities..

Not to fill empty seats, either, Instead they’re filling seats to the exclusion of American students. Also, some much- needed courses are cancelled to free budget for more and more ESL and special counseling services for the foreigners We saw one English department with 39 ESL classes and no Shakespeare class at all
Should be illegal to give scholarship money to someone who is in the country illegally.
