I would think a case could be made that releasing a diagnosis is a HIPAA violation, whether the “patient” is a public figure or not.

Agreed, and for a licensed psychiatrist to make a diagnosis without examining a patient is a gross unethical act, one that in my view should cause their license to be revoked.
