Way too complex. Simplest solutions are the best. No need to transmit coded messages. Simply take the documents to a pre-planned 'drop', then get on the ham radio on a certain frequency and say "The turkey is in the oven".
This way, no one can id who on the other end was listening and the message itself is proof of nothing.

The way the game works is there has to be a special prosecutor of the leaks, Comey, Clinton e mail, DOJ malfeasance on the Russian collusion to get these upper echelon FBI folk and DOJ folk to flip on each other until you can reach as far up the totem pole as possible. Without a special prosecutorial investigation congressional committees do not have the ability to get these turds to flip on one another. We really need a special prosecutor
