Is asking someone to be a surrogate automatically deemed sexual harassment?

I know a woman who was a surrogate. She seemed quite happy to do it.

The problem is doing this as a member of congress to young staff, no way this could be anything but ackward and intimidating. Very inappropriate. Embarrassing, maybe caused staff to quit. But cause him to resign? No, not by itself. Even with current focus on sexual predators on the Hill, this seems a reach. Maybe there was more involved?

That's what I was wondering.

Just how did he make the presentation? Did he propose to personally impregnate them, or was it to be artificial? That might make a difference.

It’s not hard to understand how discussing it with a female subordinate might come across as creepy. It’s certainly inappropriate and shows bad judgment regardless of his intent.

It may not be sexual harassment, but it is harassment. Any request of your employees that gets into intensely personal territory is out of bounds unless you’ve got a really good back story (like if they’d registered somewhere as interested in surrogacy, and he found their names in his own search for a surrogate, then maybe, if the discussion is handled perfectly, you can get away with it).

It depends on how you ask. If it's a business deal with payment for surrogacy, and insemination via turkey baster under medical conditions, I'd say it's a poorly presented business opportunity.

If it's an excuse for injection by sexual contact with contract details to be worked out if that "takes", it's a really gross form of sexual harassment, IMHO.

I think in this instance it’s total BS.

(Unless there is something else out there.)

But if it is just about trying to enlist a surrogate I don’t see the foul.

That was my reaction. It doesn’t seem that he was coming on to them, just offering them a business proposition. Why should that destroy the guy’s life? Because it made some snowflakes feel “uncomfortable”?
