the problem with this report is two fold. First NewsWeek is fake news and their source, cnn, is even worse.

Just saw this on Fox News.

They said the engagement lasted 24 minutes and the Russian jet several times passed in front of the US plane as close as 50 feet, while on afterburner.

Black Sea is international waters - anyone can fly there as long as they stay a certain distance off shore of the bordering countries. A look at the map shows that it is enclosed by multiple countries not just Russia and Turkey.
