It depends: If in a public space (ie municipally owned cemetery) it is public; if in a mortuary or privately owned cemetery definitely private.
The grey area involves houses of worship (privately owned but considered "public buildings" for some zoning/taxation/codes purposes); irrespective the sidewalks and streets surrounding are definitely public.
The First Amendment can be very messy.
