And I'm puzzled as to why you think this is a big issue for me. It's the topic of this thread so why shouldn't I ask about it? What else should I be asking about on this topic? I can't think of a time where I brought it up on another unrelated thread.

If I am reading your posts correctly, you think what is being done by Tillerson isn’t a good thing. Am I reading you correctly? And if so, just what are you opposed to? The State Department has been an anti-American agency for as long as I can remember, and it has been an agency wherein the “employees” have done a lot of damage when Republicans were in the White House, so I don’t understand why you seemingly are opposed to a major housecleaning? I mean there is really something fundamentally wrong when an agency refuses to put up the picture of the current President in their offices abroad!

I realize it is likely that African-American and Latino hires are not likely to be as educated as the diplomats with Harvard, Princeton, Yale on their resumes. On the other hand, we face a serious problem with the Chinese making inroads in many African and Latin American countries. The question that needs answering is whether these diversity hires are able to do a better job of connecting with their in country counterparts and attracting business and influence away from the busy Chinese.
The Chinese don't gain business by diversity hiring. They gain it by selling quality products that are low in price. That doesn't come from the skin color of the producers or salesmen. With the US basing choice of diplomats on skin color and sexual preference, our opportunity for beating the Chinese significantly lessens.
