My understanding is that The Preamble only carries legal weight in supporting enumerated powers. The courts are NOT supportive (in general) of using the Preamble to expand powers - or, as I once read, you cannot reduce the American experiment to absolute despotism by virtue of the phrase “promote the general welfare.”
