Yup, it was the same policy that allowed Chelsea Manning to get a sex change and a reduced sentence, allowed Bergdahl to be labeled a hero and turned the best fighting force the world has ever known into a float at the gay pride parade.

The certification is to certify he received security guard training, not an authorization for a CCW.

I later read up on this.
He was an UNARMED night security guard at Schlitterbahn. He screwed that up like everything else he did in life and lasted 5 months.
They pushed background checks in schools, churches,etc. in the wake of Sandusky. However, if a violent criminal gets around it, there exists the possibility that maybe the checks might also fail in catching pedophiles too.
