While I am not saying this is not a problem, it has been happening for years. Officer from Muslim countries think they are superior to their infidel trainers. So when they attend Military schools here, they do what they want. Saw it first hand with Saudi and Iraqi Officers at Fort Leonard Wood. They don’t show up for a few days. Turns out they went to KC or St. Louis.
Oh, many were Prince so and so, so there is that political aspect.
A relative of mine had the same experience training a class of Saudi officers. Going AWOL, Binge-drinking, crazy driving, and shooting down sea-gulls on a public beach with pellet guns. They were recalled to Saudi Arabia eventually — apparently there was some pressure from Saudi attaches to gloss out the details of their misbehavior in the report that went back with them. One Saudi officer implied that they could face beheading if an accurate account of their behavior was given.
