It is conventional wisdom in Afghanistan that people will likely try to flee if they are allowed to travel to Western countries.
The Government there looks carefully before allowing an individual to travel, because they expect many to jump ship.
This is not something new, and likely not a particular security threat. It is just because Afghanistan lacks opportunity, and has extraordinary security risk for those living there.
