I suspect it’s free housing, free food, free utilites, free tuition, free medical care, and now free DACA renewal, for at least some of these folks.
It sure pays to be a citizen. /s
I’ve vented about this before. My granddaughter was born in St Louis but raised in Costa Rica. She chose to go to San Diego state, which, of course, charged her out-of-state tuition. It took her two years of living in and paying hefty taxes to California before SDSU agreed to charge her in-state tuition. They told her she had to have a Calif Drivers License, she got one. They told her she had to be registered to vote, she registered. “Opps, you applied for in-state tuition too late, try again next semester.” Meanwhile “dreamers” got in-state tuition, and now SDSU will help pay the fees to apply for DACA!
Meanwhile, Hepatitis A keeps killing San Diegans and only now is the city picking up homeless people’s crap (literally). But hey, homeless rights and ‘dreamer’ rights trump citizens’ rights in SD.
So I’m guessing if the “public” university has enough money to do all of this, they no longer need “public tax dollars!”

every student has to be given $500 or no student can be given $500
We need to remove all funding now!
