We had a foster kid and had to take him in for supervised visits with his meth mom. The building that housed family services also had the welfare office. The government program to tat everyone on welfare seemed to be going really well.

As tats have gone more mainstream, this study was more true 20 years ago, but the underclasses in society sure love their tattoos.

I have cousins that are or are almost welfare rats.
They don’t have a pot to piss in, but they talk about the next tattoo(s) they want to get.
They are an almost a point by point example of this article.
