I have come to the conclusion that Barry Insane knew exactly what he was doing despite the fact he had said 22 times he had no legal authority to implement the Congressional rejected Dreamer Act. His advisers told him to just go ahead and issue an EO since the American compassionate public, the cowed Congress, and last but not least the Judicial Oligarchy would NEVER EVER agree to the deportation of all these 36 year old "Kiddies".

As soon as Congress and Trump pass the Dreamer Act, they will then charge forward with legalizing all the millions of relatives and the chain migration starts all over again.
