Video at the Twitter link. CNN reporter is apparently wearing shorts and rushes to save the guy in the truck. Next take shows him in long pants. Are you seeing the same thing the Twitter poster claims?

Years ago some grade B movies would make this mistake from scene to scene.

Am not seeing it...reporter (red jacket) has long pants/rubber boots in all the scenes I see. Another CNN “producer” guy there has shorts on.
At 35 seconds, you see a guy in red jacket and shorts going around the corner of the structure. The other CNN guy involved in rescue is in a black jacket. Could the guy rounding the corner be a 3rd CNN guy in red jacket? I don’t know.
sure does look fishy, the shorts/pants change and it seems to be the same guy....
The Twitter thread has a Youtube vid of a totally staged CNN “live report” that wasn’t live and wasn’t a real report from a stage during the 1990 Gulf War, I hadn’t seen that one before, so bogus.

Yeah, I wondered if there could be two CNN guys in a red jacket, that’s the only explanation that may get them off the hook. Not enough footage to be certain what is going on??

but wait, there’s more - Reporter is wearing the same shorts and sandals in the first shot as the driver is wearing in the second shot (mark 1:26) - and - the driver leaves on the back of a truck - barefoot!
