No, Bush gave us ISIS by getting rid of Saddam, and de-stabilizing Iraq. The dumbest thing the US did was allowing ourselves to be drawn into futile conflicts in Muslim countries.

Hussein had already attacked four of his neighbor nations, flat out invading two of them.
He would not abide by international restrictions.
If that were all, it would be bad enough, but he and his sons were killing Iraqis for kicks.
He was also verbally and monetarily backing terrorist groups. He was paying $25k a pop for suicide killers in Israel. He was compensating their families.
He also advocated openly for terrorism against Europe and the United States.
He was removed.
Bush did not destabilize the region. Saddam Hussein did.
This tired retread logic simply doesn’t stand up to criticism.
