The offenders are responsible.
The drugs are not responsible.
“This young man has had a history of psychiatric problems that required him to be on strong anti-psychotic medication.”
He can take the stand at his trial and explain all of that to the jury.
And then the prosecutor can cross-examine him.
Sounds like it’s all a setup to avoid having a trial, which could cause some “inconvenient facts” to come to light.
Persons under psychiatric care who are criminally insane (thus we have insanity defenses) cause much problem in this country because they are not institutionalized.
We are told their meds “make them sane”. They make them “pass” for sane WHEN they hold to their schedule and don’t interfere with them with self-medicating dopes (acid, pot, coke, et al).
Tired of calls for background checks on gun owners et al when the criminally insane need to be under protective care from themselves. Legal appointed guardian, house arrest, institutionalization, it doesn’t matter. Tired of dealing with the carnage of known violently abusive people with psychological disorders.
This “main streaming” of psychiatric patients occurred at least as I remember it during the Carter years. The argument was by putting them back with “community” their treatment would be more effective and they would “get well (Whatever that means in these circumstances!)” faster. Of course the unspoken but necessary fact is the person must maintain a medication schedule, which is difficult to enforce. This a particular problem once the patient reaches the age of majority.
