I haven't looked at the contents of the released emails, but my experience is in working an executive protection detail.
Special Agents of the FBI were those tasked with coordinating the protection of AG Lynch. USSS was tasked with taking care of Bill
If there was a single hint of a coordinated meeting between Bill and Loretta, the two details would have a record of coordinated communications.
These are the communications that discussed events both before and after. There very likely would have been a flurry of email about the "No Cameras, No Photos policy.
My opinion is that a lot more truth is buried about this meeting and it is in agency files

The FBI said there weren’t any. Someone needs to go to jail.There is a difference between the reports are confidential which cannot be released and lying. So yes who goes to jail for violation of FOIA.
