Two Chinese tourists were arrested in Berlin for making Hitler salutes outside the German parliament on Saturday.
Criminal proceedings have been started against the middle-aged men for using symbols from a banned organisation.
The pair have been released on bail of 500 (£450; $600) each.
Germany has strict laws on hate speech and symbols linked to Hitler and the Nazis.
The men - aged 36 and 49 - could face a fine or a prison sentence of up to three years, according to police.

A police spokeswoman told AFP news agency that the men could leave the country during the investigation and that if a fine is handed down, the bail money they had already paid would probably cover it.
The visitors were seen taking pictures of each other with their mobile phones outside the Reichstag building, which houses the German parliament.

These arrests are ridiculous.
It means a souvenir selfie. Yes, the arrest is absurd.
I think these laws are stupid. First off they don’t deter anyone from actually believing in naziism. Second I prefer that I know who the psychopaths are. Nazis and such should be encouraged to identify themselves.
In a way, the arrests are THERAPEUTIC:
They substitute for ACTUAL action against REAL anti-semites, the ones they’re importing by the hundreds of thousands, every year.

If you prosecute the outer appearance of anti-semitism (in Chinese tourists) where there is ZERO actual substance, the next logical step is actively FOSTERING real anti-semitism (in muslim Africans) in spite of the absence of it’s visible, outer form.
I lived in Germany in 1996 and had cable TV which included daily reruns of Hogan’s Heroes...in German. There must be at least one Hitler salute by at least one of the Nazi characters in each episode. A lot has changed over there since 1943 or 1996 for that matter.
But they did the Roman version.
Wonder how many reading this know of the Bellamy Salute. Given when one recites the Pledge of Allegance. Half century old when replaced in 1942. Are these Nazis?
That said, I do understand Germany's concerns. But on occasion, common sense should prevail
