If he had refused to sign it (pocket veto) it would automatically become law 10 days after it was voted on. A pocket veto only works if congress is not in session during the 10 day time period. Since the Senate is still in session, the bill would have become law signed or not.
Because they don’t WANT to pass a healthcare bill, but they WANT to screw w/ Trump...the Republicans, that is.

If a bill has unconstitutional provisions, don’t sign it. By signing it you undermine the legal case for having it be ruled as unconstitutional.
He should have kicked Congress in the balls and vetoed this. Oh well. Can’t win every day.
