I live in Little rock and we only have 5.28 murders a month. Most of them in about one section of town on about three streets.

I imagine this fellow went into an area he should have stayed out of.

Um... let's put this into perspective. The murder rate average in the developed world is around 1 murder per 100,000 people per year. Some countries are safer (Japan is around 0.3), some are a bit more dangerous (Canada was at 1.7 in 2015), but 1 is a good guideline.

Little Rock has 198,000 people. To be in-line with the developed-world average, it should have no more than 2 murders per year. Instead, it's already up to #36. And it's not even August...

Last year Little Rock had 42 homicides. 35 so far this year.
