Congress almost always exempt themselves from the laws that are passed, so I decided to look it up. You are mostly correct. Technically, the members of Congress and their staff are on Obamacare, but they are able to buy their insurance through the DC small business exchange. Obama got the Office of Mgt and Personnel to declare Congress a small business which enabled them to use this exchange and at the same time have the federal government pay a portion of the insurance. So they are on Obamacare, but in this case the employer helps pay for the insurance. As you know, if you are privately employed and have an employer's sponsored plan, you don't have to be on Obamacare. So they get a deal others in Obamacare do not.
Trump could have the OMP repeal the designation of congress being a small business and Congress would be stuck just like millions of other Americans. I am for that.
