He certainly is powerless today, save for MAYBE rallying some black votes on Election Day (though he couldn’t drum up enough for Hillary - and black voters certainly could’ve changed the outcomes in PA, MI, and WI).

You haven't been paying attention. Obama spent eight years infiltrating unelected loyalists at every level of power throughout Washington DC. Something like 95% of all government workers are partisan Democrats, from the supervisor with the nice office to the person cleaning the toilets. and everyone in between. And they're all doing what they can to hobble Trump.
Why do you think he bought a house in DC? He and Valerie Jarrett are running the show.
