If these are tax abatements rather than outright subsidies, it doesn't "cost" Wisconsin or the Feds anything at that level. Inasmuch as they wouldn't be displacing any existing businesses or manufacturers, it is not directly hurting any U.S. business.

It will cost them the revenue they would have gained had the subsidies not been in place. But as someone else has said, those amounts may be inflated.
