MADISON - Foxconn Technology Group will announce at the White House on Wednesday its plans to bring jobs to Wisconsin.
Company officials have talked about a massive investment in the United States that would create thousands of jobs. They have visited Wisconsin and other states in recent weeks as they consider their options

Shortage of engineering staff in WI
Really, I worked in Wisconsin in IT for 3 years, and I didn't find it so. U of WI-Madison is a good source of fresh talent. It is also easy to poach from low-balling Chicago employers.
There is ALWAYS a shortage of engineering staff to work for what corporations feel like paying.

Agreed. Much more engineering support near Madison.
Milwaukee, not so much.
It takes a very special skill for assembling SMT PCB.
Most people can’t do it with repeatable results.
Looks like they are going to do large display screens.
Makes since as then you don’t have to cargo container very fragile displays thru open ocean.

If these are tax abatements rather than outright subsidies, it doesn't "cost" Wisconsin or the Feds anything at that level. Inasmuch as they wouldn't be displacing any existing businesses or manufacturers, it is not directly hurting any U.S. business.

Madison is not that far from Milwaukee, and a lot of the most populous suburbs lie between the two. I know a contractor who lives in Rockford and will commute to either city as well as the Chicago suburbs.
Of course, Milwaukee has always been a serious mechanical engineering location. It's no coincidence that there is a major line of tools called "Milwaukee" (even if they aren't made there. My old high-end Jacobsen Lawn Mower was Wisconsin made with a Wisconsin built Kohler engine. There are still a good number of ethnic German descendants in the region who may have left the Milwaukee city limits, but remain in the region.
Historically, Germans have been drawn to invention, manufacturing and engineering. No, it's not the same as PCB manufacturing, but at least some of the skills should be transferable, especially as computer-based tools and robotics are employed in both.

It will cost them the revenue they would have gained had the subsidies not been in place. But as someone else has said, those amounts may be inflated.
