Driver and 1 passenger are being detained and questioned.

Are they 'swarthy' in their complexion?

LEOs are removing boxes from the truck. Seem to be separating boxes into 2 groups. Apparently, there were 2 positive reactions from bomb-sniffing dogs to explosive residue that caused alarm.

It was the 4th recently. Could simply be fireworks.

4th of July firework residues on hands which subsequently handled the boxes could be the causal factor.

Ask them if the stopped at South of the Border on the way up I-95.

No, it is not. If you count range land bases control it is not even the largest Air Force base.

After an attack or coming back into the Green Zone we would first go to the wash rack & hose off the vehicles. We were known to set off detectors from time to time...residue was all over the place.

I went to a fireworks display and they used a rental truck to bring the shells to the field. What a surprise for the next renter! “Potassium perchlorate residue, sodium nitrate, blackpowder residues, micron sized aluminum powder. Put your hands behind you. You have the right to remain silent...”

TSA pulled my bags out for additional inspection once because I pulled them across my father-in-law’s lawn right after he had fertilized it and the sensor tagged them for the presence of explosives.

A co-worker of mine had that happen to her. She'd dragged her bag across the grass of hotel she'd stayed in and it picked up the residue.

She missed her flight and was not happy.

Actually, White Sands Missile Range is the largest military base in the US (in area) And especially if you add in Macgregor Range, Fort Bliss and Holloman AFB, which are all contiguous.

Usually the sensors t the gates are scanning for external residue- or for radiation. I’ve carried cans of smokeless powder through the gates w/ no ill effects, but a few sacks of lawn fertilizer pinged.

I shoot a lot, and often came through the gate with bags of fired brass in the cabin, no issues.

Had a nuke stress test off post, had a note from the docs office in case I set off the rad detectors, supposedly technicium can set off the detector. I didn’t so I didn’t tell the DA police either....

Standoff detection is a science & technology that still has a ways to go. Worked on a research project where lasers and a telescope linked to a spectrometer could detect ammonium nitrate in bulk at 300 m, trace amounts at 20 m. But you had to scan specific areas of a surface- it was not an “area” detector. The computer controlling it would shoot 30 pulses a second in a raster pattern on door handles, etc to excite the molecules and emit or fluoresce so the spec could “see” the residue and decide what it was. Algorithm city. Then we pulled out of IRQ and funding dried up.
