Lousy awareness of surroundings, possibly. There are details perhaps that deserve to be aired. But it could be argued morally the dog owner was clearly making a move to do the right thing and therefore shouldn’t have suffered.

The kid definitely was not aware of his surroundings. He jumped out to catch the loose dog and did not notice the officer had drawn his gun to shoot.
